Attach Your Car in Government Offices

Central and state government offices, PSUs, banks and institutes hire cars on monthly contract. The cars carry officers, go on inspections and handle official travel. Contracts are long, often 24 months. Payment is by bank transfer, and the rules are fixed in writing. Below we explain how government car hiring works, what your car needs and how you can get your car in.

Why government offices hire cars instead of buying
Buying a new official car is hard. The Department of Expenditure's 2022 compendium on staff cars lets central offices buy one only below a price cap, only through GeM, only with senior approval, and in most cases only to replace a condemned vehicle. And only senior officers are entitled to a staff car at all.
Field visits, inspections and pool cars for junior officers still need covering. Hiring is simpler and costs less, so monthly hired cars are normal in ministries, departments, PSUs, public sector banks, universities and research institutes. The same compendium also asks offices to swap hired petrol and diesel cars for electric hired cars.
How government car hiring works: the GeM process
Most government car hiring now runs on the Government e-Marketplace (GeM), under the category "Monthly Basis Cab & Taxi Hiring Services". The office that needs cars (the "buyer") puts out a bid. Registered service providers ("sellers") quote a monthly price per car. The lowest bid that qualifies usually wins.
- The office publishes the bid. It sets the car type, how many cars, monthly km and hours, local or outstation use, model year, the most km the car can have run already, contract length and who is eligible.
- Sellers quote one all-in monthly price per car, covering driver, fuel and GST.
- Documents, turnover, experience and vehicle papers are checked.
- The lowest price (L1) wins. Micro and small enterprises (MSEs) that quoted within L1 + 15% can match L1 and get the order.
- After the order, the car and driver must report within 24 hours.
What this means for car owners
Can an individual car owner apply directly?
On paper, yes. A sole proprietor can register on GeM with their own PAN. Registration is free and GST is not needed to register. Winning a cab bid with one car is another matter. Look at what recent bids asked for:
- Turnover. A minimum average yearly turnover, which goes up with the number and type of cars in the bid.
- Experience. Often 3 years, with past government or PSU work worth 40–80% of the bid value.
- Earnest money (EMD) that grows with the size of the bid, and on top of that a performance guarantee of 3–5% of the contract.
- An office in the same city or region, in some bids.
- ESI/EPF challans for drivers, in some bids.
Registered MSEs and DPIIT-recognised startups may get relief on experience and turnover, and MSE providers may not have to pay EMD. It depends on the bid. Even then, most owners find it easier to attach with an established GeM provider. One thing to watch: some bids want the car registered or leased in the provider's name. Read the paperwork between you and the provider line by line before you sign.

Each office decides the model year and the most km the car can have run already. Some recent bids:

The GeM agreement also asks for:
- Commercial registration with all permits, fitness certificate, PUC and RC
- Comprehensive insurance with unlimited third-party liability
- AC, a first-aid kit and a fire extinguisher
- A GPS tracking device (AIS-140) with emergency button, where your permit and fitness rules need one
- A driver with a valid licence and at least 2 years' experience, plus a smartphone with maps, uniform, photo ID, police verification and medical fitness
Government work clearly prefers newer cars. If your car is more than three or four years old, or has done a lot of km, company and MNC work may suit it better. See attaching with companies.
Monthly packages
GeM has standard monthly packages of km and hours: 1,200 km × 208 h, 1,500 km × 260 h, 1,500 km × 320 h, 2,000 km × 320 h, 2,500 km × 320 h and 3,000 km × 364 h. Use can be local (inside city limits or up to 50 km one way), outstation, or 24×7. Garage-to-garage km are not counted. The provider quotes one monthly price for the package, and that price has to cover the driver, fuel, servicing, insurance and the provider's own costs.
Extra km and extra hours
If the office does not set its own rates, GeM's default formula is used. Extra km = (package price ÷ package km) × 0.3, or × 0.2 for 24×7. Extra hours = (package price ÷ package hours) × 0.4, with nothing extra for 24×7. Many bids set their own extra-km rate instead. One 2025 bid used different rates depending on the car's price, a lower one for EVs, and changed the rate if fuel prices moved more than 10%.
Rules on duty and penalties
Government offices expect the car to turn up every day, on time. The GeM monthly cab agreement sets these penalties:

If penalties add up to 10% of the contract value, the office can end the contract. Tolls and parking are paid back at actuals. A night charge applies when outstation duty ends between 10:30 pm and 6 am. The driver gets duty slips signed by the officer, and the log book is updated on GeM.
How and when you get paid
There is no advance. The office pays monthly, after the work is done, and only by bank transfer. To get paid, the provider submits the invoice, the signed log book or duty slips, and the buyer's feedback. Penalties are cut first.
GeM's terms aim for payment within about 10 days of the buyer accepting the bill, with interest if it is late. In practice the timing depends on the office.
If you are attached through a provider, your payment date depends on your agreement with them. Get it in writing. Also ask if they pay you only after the government pays them.
Documents required for government car attachment
- Commercial registration certificate (RC): yellow plate, or yellow-on-green for electric
- Permit: state taxi/contract carriage permit or All India Tourist Permit, depending on the duty
- Fitness certificate and PUC
- Comprehensive commercial insurance
- GPS (AIS-140) device fitment certificate, where it applies
- Driver's licence, photo ID, police verification and medical fitness
- Owner's PAN, Aadhaar and bank details, plus GST certificate if you bill directly

How can I attach my car in a government office?
Most government offices hire cars through the Government e-Marketplace (GeM) or a tender. The contract goes to a registered service provider who supplies the car, driver and fuel. As an owner, you can attach your commercial car with such a provider, or register on GeM yourself if you can meet the bid conditions. Which cars are hired by government offices?
GeM lists sedans (Dzire, Amaze, Tigor, Etios), premium sedans (Ciaz, City, Verna), SUVs (Ertiga, Brezza, Scorpio, XL6, Creta), MUVs (Bolero) and premium SUVs (Innova, Innova Crysta, Fortuner). Recent bids often ask for a 2022 or newer model. Some want 2023 or newer.
Can I attach a white plate car in a government office?
No. GeM wants vehicles that hold the permits needed for commercial use, and offices ask for a commercial registration certificate. Renting out a private car also breaks the Motor Vehicles Act. You would have to convert the car to commercial registration first.
Is registration on GeM free?
Yes. GeM says there is no fee for seller registration, and the caution money deposit was stopped in 2025. A sole proprietor can register with their own PAN. GST is not needed to register, but many cab bids ask for a GST certificate.
When does a government office pay for the car?
There is no advance. Payment comes once a month by bank transfer, after the provider submits the invoice, the signed log book or duty slips and the buyer's feedback. Any penalties are cut before payment.
How long is a government car contract?
Direct purchases on GeM run up to one year. Contracts through a bid can run up to four years. Many recent cab bids are for 24 months, sometimes with an option to extend.
